Political correctness is a form of censorship. Whenever particular ways of thinking and speaking are found to be offensive by some members of the community, then social forces will apply pressure to have these words and ideas removed from the public arena.
On the one hand, political correctness can help to stop the unnecessary oppression of minority groups by censoring those who fuel hatred. On the other hand, ideological extremists sometimes try to prevent anyone from saying anything that might be considered offensive to anyone. This kind of extremism can lead to a backlash against political correctness.
The balance between what can and cannot be said is determined by day-to-day politics, as forces from all sides of the political spectrum use whatever power they have to allow and disallow whatever suits their particular interests.
