Vestigal structures

Vestigal (useless) structures exist in nature, such as the panda's extra thumb, hollow bones in flightless birds, and the vestigal pelvis of pythons and whales.

Why is there evidence of vestigal structures in the fossil record and in living species?

Would a Creator create such forms in order to give the appearance of evolution?
